Central Administration
Key Responsibilities:
· Strategic Leadership: Develop and execute forward-looking IT and digital strategies aligned with organizational goals. Anticipate future trends to ensure infrastructure and applications remain scalable and secure.
· Operational Excellence: Oversee IT infrastructure and applications for reliability and performance. Implement robust security practices and maintain disaster recovery and business continuity frameworks.
· Crisis Management: Act as lead coordinator during major IT disruptions, ensuring rapid resolution and clear communication with stakeholders.
· Project Management: Drive digital transformation initiatives, including HRIS, Finance System, Program registration system, website enhancements, workflow enhancements, and AI projects.
· Team Leadership: Coach and manage the IT team, fostering collaboration, accountability, and continuous learning.
· Cybersecurity & Governance: Work closely with external consultants to develop and refine IT policies, guidelines, and related manuals that ensure full compliance with the Personal Data (Privacy) Ordinance. Additionally, oversee regulatory adherence and proactively manage risks to safeguard system security and maintain data integrity.
· Stakeholder Engagement: Present to senior management or board members on project progress.
· Ad Hoc Support: Lead IT/Digital Development Team to provide support to the Government authorities on ad hoc basis.
Job Requirements:
· Minimum 12 years of relevant experience in IT operations, infrastructure, cybersecurity, AI solutions, and project delivery.
· At least 5 years of solid supervisory experience, with a strong track record in delivering complex and large-scale IT/digital projects.
· Strong knowledge of current IT and digital development trends, with up-to-date know-how.
· Experience in the NGO sector is a definite advantage.
Education Requirements:
· Bachelor’s degree or above in Electronic Engineering, Computer Science, Information Technology, or a related discipline.
· Professional certifications in Project Management (e.g., PMP, PRINCE2), AI, or relevant fields are highly preferred.
Skills & Competencies:
· Proven ability to develop IT strategies and lead digital transformation initiatives (e.g. HRIS, website revamps, major system implementations, AI integration).
· Strong project management capabilities with exposure to both Agile and Waterfall methodologies.
· Solid hands-on experience in cybersecurity, risk management, and regulatory compliance.
· Ability to anticipate trends and implement innovative solutions.
· Familiarity with cloud services, enterprise-level systems, and vendor management.
· Willingness to work outside regular office hours to support urgent or government-related needs.
· Strong presentation skills, capable of engaging senior executives and board members.
· Excellent communication, problem-solving, and leadership abilities.
· Strong written proficiency in both English and Chinese.
